Regulator - What type of diving will you be doing? More specifically, will you be doing cold water diving (below 70F)? If you will be doing cold water diving, then you will want to get an regulator designed for cold water diving (environmentally sealed, oil filled, etc.).

Other than that, the main difference in the regulators is the ease of breathing. My first regulator was just fine and I even use it teach. My second regulator beathes so easily, that I swear it knows when I am thinking about breathing and give me air before I realize I need it. Easier breathing regulators will be more expensive. If possible, as the dive shop if they have any in the rental stock that you can try out in the pool.

BCD - Fit and comfort. Try on the BCD. Do they have any you can try on in the pool with full gear? Once again, fit and comfort.

Go to your local dive shop /ctr
they will advise you on the best kit for your needs in your price range
a real good dive shop will let you try kit on in a pool so you can chose the right kit to suit you
take the advise of an instructor as they know what they are talking about
