Not sure, but could it be George's Island? Came out late 80's.

Can you add some information? Do you remember the names of the actors or even what they looked like? There was a movie during that time called "Pirate Movie" that starred Kristy McNichol. The male lead was Christopher Atkins. I never saw it so I don't know if it has the scenes you mention. The link below may help you find your movie.
